We must adhere to innovation-driven, closely follow market demand, increase R & D investment and innovation, transform good technology into more efficient production capacity and higher-quality products, and promote sustainable development of enterprises.
Du Jiahao，Vice Chairman of the National People's Congress (NPC) Financial and Economic Affairs Commission, when visiting the Changsha Building Expo in 2016, proposed the goal of making Changsha city"the center for convention and exhibition of Central China, hosting top brand exhibitions of the world”, and with which to build the bridge of communication between hunan province and the world. He also pointed out that the building industry is characteristic and competitive industry of Hunan province with huge market, for which the government should release strong supporting policy, improve the whole industry chain, cultivate and expand the leading enterprises to speed up the "going out" pace, and promote the sustainable and healthy development of the building industry.
Li Rusheng, Chief Engineer of the Ministry of Housing and Urban-Rural Development, was highly affirming the positive results achieved by Hunan in advancing prefabricated construction works when he attended the 2019 PBCTE. He pointed out: Hunan Province has started the construction of an intelligent construction platform for the entire industrial chain of prefabricated construction, provided new ideas of promoting prefabricated building in nationwide, and enriched the methods and means of the development of prefabricated buildings.
Green Leads Development, Intelligent Manufacturing Dreams for the Future.
Developing prefabricated buildings, intelligent construction, and building industrialization are an inevitable requirement of accelerating the transformation of economic development and of constructing resource-saving and environment-friendly society. It is also the important content to promote the transformation and upgrades of building industry, and to achieve the green development of building industry. The Chinese government is vigorously developing prefabricated buildings, intelligent construction, and building industrialization. By 2025, the proportion of prefabricated buildings in new buildings will exceed 30%.
Hunan province and its capital, Changsha city, have a special status regarding urban-rural construction and building industry development in China. At the end of 2007, Changsha-Zhuzhou-Xiangtan urban agglomeration was approved by the State Council as the comprehensive reform pilot area for the construction of “two type society” (resource-saving & environment-friendly). In 2015, Hunan Xiangjiang New Area was approved as the first national innovation new area in central China, to trial and implement innovation and sustainable development ideas. These required and also supported Hunan to attach importance to high quality and sustainable urban-rural construction, thereby bringing huge market for international building industry. Consequently, more and more buildings are designed by international consulting firms, more and more building products are provided by international companies. On the other hand, Hunan has been a leading province in prefabricated building industry,Intelligent Construction and Building Industrialization: By the end of 2022, The annual production capacity of prefabricated buildings in Hunan Province has exceeded 35 million square meters, and the total industrial output value exceeds 100 billion yuan. Hunan was rated as the only green construction pilot province in China, the only prefabricated building technology innovation base in China, and the first batch of pilot provinces for the construction of steel structure prefabricated housing in China.Moreover, several leading prefabricated building and element manufacturers in Hunan have exported their products to over 20 Belt & Road (developing) countries. Hunan is making every effort to create a "Hunan Model" of green construction, and by 2025, the proportion of prefabricated buildings in new urban buildings in the province will reach 35%.
Changsha City is a national prefabricated building demonstration city and a national intelligent construction pilot city, and has formed a complete industrial chain of construction industrialization. In 2021, the output value of prefabricated buildings in Changsha has exceeded 100 billion yuan, and there are more than 170 production and manufacturing bases for component parts nationwide. By 2025, Changsha will build an intelligent construction industry of over 200 billion yuan. By 2030, the output value of Changsha's intelligent construction industry will exceed 300 billion yuan, making it a core competitive intelligent construction industry highland.
Based on these facts, Hunan province and Changsha city has the potential to become an international exchange center of building industry. A well-organized building exhibition and forum would gather building industry players including policy makers, technology developers, manufacturers, contractors, city managers and real estate developers from developed countries as well as Belt & Road (developing) countries.
In 2016, Proposed by Mr. Jiahao Du, then Secretary of the secretary of the party committee of Hunan Province, and supported by the People's Government of Hunan Province and Ministry of Housing & Urban-Rural Development of China, Hunan Provincial Housing and Urban-Rural Development Department and China Council for the Promotion of International Trade Hunan Sub-council and Changsha Municipal People's Government had successfully co-sponsored the China (Changsha) International Green Intelligent Construction and Building Industrialization Expo (ICBIE) in 2016 and 2022 at Changsha International Convention and Exhibition Center. the total exhibition area of 260,000 square meters, attracting nearly 310,000 delegations from 63 countries and regions and 30 provinces, municipalities and autonomous regions to participate in the conference. The contract amount reached 80 billion yuan and has won series of honors such as “China Brand Exhibition Gold Award”, “China Cities Excellent Exhibition Project Award” and “Most Brand Value Industry Exhibition”.
2023 ICBIE will be upgraded and held in a combination of online and offline forms. It will focus on green construction, intelligent construction, and industrialization of new buildings, promote the industrialization, digitization, greening, and intelligent transformation and upgrading of the construction industry, showcase cutting-edge scientific and technological achievements, gather industry wisdom and strength, provide domestic and foreign enterprises with intelligent construction technology, business exchange and cooperation platforms, and build an international Localized innovation promotion, business cooperation mechanisms, and the creation of an environment for the export of advanced technologies for green intelligent construction and construction industrialization. At the same time, the "World Construction Industry Conference" will be held, with main forums, exchange meetings, series of parallel forums, international academic conferences, and special events to create a nationally leading and internationally influential industry event.
